So Tier is like basic social status (based on parentage--it's not all consuming--but it's a starting point). The worst is Tier 4/5 the highest is Tier 1. You have a social value based on accomplishments, beauty, etc. The best way to raise your tier is to be legitimately dominant and a good citizen. Hans is Tier 2 which is very high. The characters who are Tier 4--which is quite low. This is all meant as a kind of general sorting method where a Tier 4 person who is submissive will tend to remain there--but a driven person who is socially/sexually dominnat will climb.
